you can buy a compass it looks like a ';V'; wirh a pencil on one end a sharp point on the other draw the circle and cut along the line or you can use a stright razor for better control or you can use cups or other cylinders for the circle and cut along the edge of the object with a razor on the paper. Please I need any advice about how to cut paper in a perfect circle?
Depending on the size you want, you could simply use a circle punch which come in many different sizes. For example I like to make bottle cap jewelry so I use a 1'; (one inch) circle punch.

Fiskars also makes some great paper cutters that can cut paper in many different size circles. You can find these at many craft stores, such as Michael's, and A.C. Moore. Check with your local craft store for these items.
I know you can buy stencils for tat purpose, but if you don't want to buy anything, why don't you try a cup/glass, plate or saucer?

If you use a craft knife it shuld be easier for you.
